If you ship food, lab samples or medicines in a foam cooler, 2026 raised a fair question: can you still use it? The UAE tightened its single-use plastics rules on 1 January 2026, and Styrofoam boxes are named in them. This guide explains what has been reported, what is still unclear for shipping, and what to look at if you want to move to other insulated packaging.
We are a dry ice and cold chain supplier, not a law firm. Treat this as a practical overview and confirm your own case with the authorities.
The short answer
The rules clearly target single-use Styrofoam food containers and boxes. Whether they apply to an insulated box used to ship goods is less clear from public reporting. Confirm it before you order stock or change your packaging.
What the 2026 rules say
From 1 January 2026, a nationwide ban covers single-use cups and lids, cutlery, plates, straws, stirrers, and food containers and boxes made of Styrofoam, according to The National (16 December 2025). It is a federal rule, so it applies in Dubai, Abu Dhabi and the northern emirates. The same report notes that products made for export or re-export are not covered.
Dubai also runs its own phased ban. Packaging Gateway (early February 2026) reports that the final phase took effect on 1 January 2026, restricting the import, production and trade of the covered items.
You may also see references to Abu Dhabi’s earlier Styrofoam rule from 2024. Gulf News reported that it exempted items not designed for single consumer use, such as large storage boxes and coolers. That was an emirate-level rule, so don’t assume it carries over to the federal ban.
What to confirm before you decide
The unclear point is scope. A foam shipping box is not a takeaway container, but the federal wording refers to food containers and boxes. Before changing your packaging, ask the Ministry of Climate Change and Environment (MOCCAE) or Dubai Municipality:
- Does the ban cover insulated boxes used for shipping or transport, as opposed to serving food?
- Does it matter whether the box carries food, pharmaceuticals or lab samples?
- Does the export exemption apply to your supply chain?
Keep any written answer on file in case customers or auditors ask.
Why this matters for dry ice
Dry ice adds a practical limit when you choose a box. It turns into carbon dioxide gas as it warms, and a sealed container can build up pressure. Dry ice shipping guidance says packaging must let the gas vent safely while staying rigid enough to survive handling. So a replacement box must not be airtight. A rigid cooler with a tight-sealing lid is not automatically a good swap.
Alternatives to compare
There is no single replacement. The right option depends on how long the shipment travels and how cold it must stay.
Reusable insulated containers. For dry ice storage and transport, a purpose-built insulated dry ice container can be reused across many deliveries. Ask for the material, lid and venting design before you buy.
Gel ice packs and sheets with an insulated box. If you need 2–8 °C rather than frozen temperatures, reusable gel ice packs or gel ice sheets can do the cooling, and the box only has to insulate.
Keep using foam where it is confirmed to be allowed. If the authorities confirm that your use is allowed, styrofoam shipping boxes can stay in your plan. Check again if the rules change.

How to choose a replacement
- Define the temperature. Frozen goods and 2–8 °C goods need different cooling.
- Define the journey time. A one-hour delivery and an overnight export need different packaging.
- Plan for venting if you use dry ice. Never seal a dry ice package airtight.
- Ask for the specs. Request the material, size, wall thickness and any test data.
- Check the paperwork. Air freight has its own dry ice labelling and documentation rules. See Can You Fly or Ship Dry Ice from Dubai?
Frequently asked questions
Q. Are Styrofoam boxes banned in the UAE?
Styrofoam food containers and boxes are covered by the federal ban that took effect on 1 January 2026. How it applies to shipping boxes should be confirmed with the authorities.
Q. Does the ban apply to cold chain shipping boxes?
Public reporting doesn’t settle this. The wording refers to food containers and boxes. Ask MOCCAE or Dubai Municipality and keep the answer in writing.
Q. Can I still use a foam cooler for dry ice?
Only if the authorities confirm your use is allowed. Either way, the packaging must let carbon dioxide gas escape.
Q. What can replace Styrofoam for cold chain?
Reusable insulated containers, or an insulated box paired with gel packs or gel sheets. The right choice depends on the temperature you need and how long the shipment travels.
Q. Do gel packs need a special box?
They work in any suitable insulated box. For 2–8 °C shipments, the box and the pack quantity affect how long the load stays in range.
Q. Who can I ask about the rules?
The Ministry of Climate Change and Environment (MOCCAE) at federal level, and Dubai Municipality for Dubai.
